From Tulchin Headquarters and Two Generals – Letters of P.D. Kiselev to A.Ya. Rudzevich, 1817-1823. Voronezh State University, 1998. Letter 36. (pg. 71)

27 May, 1821. Tulchin.

I received your two letters of 3 and 12 May, my dear Aleksandr Yakovlevich, in Slonim, where the emperor [Alexander I] read the notes you sent [regarding the situation in Greece]. His Majesty was already familiar with the greater part of your news and is unhappy with Turkish savagery and irrational Greeks. He says that the latter’s situation is improving, but nevertheless Greek blood is flowing in a terrible way, and not by war but by the executioner’s sword. We shall see what happens. In the meantime the Sovereign announced that he has decided that next summer he will inspect the 2nd Army in a certain amount of detail and therefore we must not lose any time. Much has to be done, and unless circumstances intervene, the inspection will indeed take place.

I am inviting the regimental commanders to have summer linen uniforms made using unit resources. These would save the cloth uniforms and make performing the soldiers’ duties much easier. This can be done all the more readily since linen for pants has not been received or has not yet been sewn up, so that pants may be allowed to become old and worn out this year while new material is used to make the aforementioned jackets, which in the Lithuania Corps are used everywhere and all summer. If you agree with me on this, then say a few words to your subordinates and thereby hasten the desired results.

Tamper of the Smolensk Regiment and Strelnikov in your regiment have been promoted. The Sovereign was so gracious that he decided to satisfy all my requests regarding my comrades without exception, saying that he would not skimp in rewards where he himself sees zeal and results.

Tomorrow I intend to have a look at the 18th Division’s camp. I saw part of the 19th at Tulchin. In regard to the 20th, it is under your personal oversight so undoubtedly is in good shape. After the courier arrives in the middle of June I will have to travel to Kishinev. I will then be in Odessa and by the 1st be with your artillery, where I hope to see you yourself. So, farewell, keep well and remember your devoted friend

Kiselev.
